PuebloPlex
The updated plan accommodates advanced energy, applied research, emerging technology, defense and aerospace, manufacturing, warehousing, and transloading. Existing buildings and storage formats create options alongside land development.
Rail and testing. PuebloPlex reports dual service by Union Pacific and BNSF. MxV Rail operates a testing campus here. The nearby Federal Railroad Administration Transportation Technology Center is a separate ENSCO-operated facility.
Advanced power and energy. Pueblo County welcomes advanced power and energy solutions, including advanced modular energy technology and power systems serving energy-intensive technology infrastructure. Power generation is already a permitted use in the County’s PuebloPlex zoning district.
Property and infrastructure. Availability depends on the parcel’s ownership or Army lease coverage, environmental release, and infrastructure condition. A site proposal should identify the requested building or acreage, water demand, power load, and rail needs. CRA financing would be tied to taxable private development and an agreement on infrastructure responsibilities.
Mapped parcel groups in the October 2025 plan materials range from smaller industrial clusters to multi-thousand-acre blocks, plus the PCAPP parcel. Discuss current parcel control, Army lease authority, environmental release, and project service terms with the CAO. See also CRA financing.

Highway 50 East and Avondale
County ownership creates an opportunity for coordinated campus planning and phased development. Healthcare is an important regional industry; the County-owned site offers room to explore a hospital campus with medical offices, outpatient services, and related businesses. Qualifying projects can be considered for CRA infrastructure financing. The current agricultural lease, access, and utility connections would be addressed in the project agreement.
Avondale and the wider corridor. Avondale has its own water and sanitation district. Potential concepts include community services, food processing, packaging, equipment repair, and limited housing. Water and sanitation providers differ across the corridor. Other County communities include Colorado City, Rye, Boone, Beulah, and Pine Drive.
Farm availability depends on the existing lease and County disposition decisions.

The Tee Cross concept also includes an approximately 210-acre corridor for hospitality, retail, services, and housing. Each project requires its own water, wastewater, power, and access arrangements.
